No. Paper, card and canvas are porous, so the paint soaks in and stays once dry. Sealing is only worth it if the piece will live outdoors or get handled hard.
Yes to both. POSCA is opaque, so light goes over dark — just let each layer dry completely or the tip lifts the colour underneath. To blend, work two colours together while wet or soften an edge with a damp brush.
POSCA paint is water-based, non-toxic and odourless with no solvent fumes, which is why it is a classroom staple. Supervise as normal, keep the small caps away from toddlers and cover the table.
